Consolidation

 

To make sure  that  the  TRAINPOST strategy  succeeds , a  critical mass of trainers

and training managers must be formed. To achieve  this, all the TRAINPOST products

of the three phases are being decentralised  to country  or sub - regional  level . The

International  Bureau   encourages  and   supports   the   regular training programmes

needed . As a result, the year   2000    has   been   substantial progress towards the

implementation  of  all  TRAINPOST  initiatives  in all UPU working languages and in all

regions.

A future element in making the TRAINPOST cooperative network self-sustaining is the

reinforcement of the inter-country training links that have  begun  to  develop  during

the first three years. In each  sub-region  a   forum  is   being    established that can

exchange training experience, confirm training needs , and minimize any duplication of

course development.

 

Modern Modes of Training

 

Recent years have seen continuing developments in training techniques. Two of there

are:

  • New approaches of distance learning, and

  • Use of computer-based training (CBT)

The  fifth  phase  of   TRAINPOST   aims   to  give  trainers the ability to advise on a

strategy for introducing these two modes of  learning  to  their training organization ,

and to help them design and implement courses, which include these modes.  

 

Based on a new TRAINPOST Guide, mediated by  CBT  sequences on a   CDROM disk,

the  programme employs individual distance learning with electronic interaction with a

tutor, followed by participation in a group workshop. 

The CBT   part   of the course has been preceded by an assessment of possibilities in

the  developing  countries .  This  has  found in many countries that it is not yet cost

-effective to adopt synchronous on-line training.
